Does Xeon E5-2620 v4 only support up to 2133 mhz ram?

My experience with desktop and enthusiast 2011v3 CPUs suggests not. My i5 3570K for instance only officially supports 1600mhz RAM, but with a "Z" chipset I can run any RAM I want.
Setting memory faster than the CPU's specification has to do with the chipset in most cases. I'm not very familiar with C-series chipsets, but if it allows you to manually select your memory frequency, and allows frequencies about 2133, it would be fine to use it at 2400mhz.
 
Max is 2133 based on the chip's memory controller. If you put it on a server mobo then expect 2133 no matter what the OC spec of the ram you buy says. If you put it on a workstation board however, like a current model ASrock board, the X99 chipset of that board will probably OC the ram for you to the memory's spec regardless of using a xeon cpu or i7. Xeons are fully supported on those boards.
