Does ZOTAC GeForce® GTX 1060 MINI have a big difference with PALIT gtx 960 2gb when it comes to performance? Just saw a model of gtx 1060 MINI. Is MINI model a low class version or reduce its performance compared the normal 1060?

Yes, a GTX 1060 is much more powerful than a 960. The exact brand/model won't make a big difference to their relative performance. The mini version is just smaller, it doesn't really affect performance, except maybe if you're overclocking.
