Domain or no Domain: That's the question

I am setting a small network for a hotel. Connected to the router there are 2 nets: 1 that is open for the customers, and another that only has 4 administration PCs plus printers and a server (where I will put the common files and the hotel management software). The desktop PCs have Win Vista Ult, Win 7 Ult, Win 98 2nd Ed, and Win 10 Home.
I want to control accesses (and later the Internet accesses) for each employee.
I thing that these desktop OS are not Domain compatible, so should I go for a Workgroup instead?

Well, hotel management requires access control and accountability. So each user must have a unique id, access the server from any desktop, and I must know who did what whenever something fails.
And I believe that it is much easier to manage centrally 7 userids and 4 PCs than using workgroups, or am I wrong?
