Dont know if Sapphire R9 290 is working correctly. Proper or Low fps?

Corsair CSM 650W 80+ Gold Certified Semi-Modular ATX Power Supply
Windows 7 64-bit

I've been told that the r9 290 should be able to run all / most games 60fps 1080p & my monitor isn't even 1080, it's 1600 x 900. Since I've got it I feel like it hasn't been running as expected. It might just be me expecting too much but i'd like to know if something is wrong. I've also read that it could be the CPU bottle-necking it but that doesn't make much sense to me, cause the CPU is pretty good.

I uploaded a test in Battlefield 4 for you guys to hopefully tell me what is going on or if i'm just overreacting.

It looks like you have both MSAA and a postprocessing (probably FXAA) enabled, which I would guess is a chunk of where your problem is coming from. Also, multiplayer games are rarely the best for GPU benchmarking because there are a slew of other factors that come into play on the CPU side and other areas of the PC.
