DOSBox is not a full blown virtual system. You can use DOSBox to run some old games etc, but it won't work for installing a OS. If you wan't to do a virtual install of Windows 95 look at Oracle VM VirtualBox (free) for example. You can install almost any os on VirtualBox.
Then you will need a 2nd harddrive or such to which you can install and boot Windows 95 from. You'll need compatible hardware aswell though. There is no Windows 95 emulator yet (that I know of atleast).
I got AMD Sempron 3100+, 512 MB RAM, ATI Radeon 9550 256 MB and 160 GB HDD for free on garbage. Is this computer good for Windows 95/98 or is it too fast?

You'd propably could get drivers for Windows 95 for those components. Shouldn't bee too fast.
