Dose low pageing file size effect ram?

So a few months ago my computer started telling me memory was running low even when I had only firefox and steam open, I searched for fixes to this and found nothing that could help, so today after looking around bit more I found my computer only has 220mb allocated paging file size, it has always been set to system managed so I'm not sure how this happened.

If I set it to a custom number that is higher will that fix my ram usage? if so what should I set it to?
I have 4gbs of ram.

Right now as of typing this I have steam, firefox, windows task manager and performance options open and my ram usage is at 3300 out of 4000

With 4GB RAM you should set it to 4GB (same value min and max) or 6GB (same value min and max). Rule of thumb is 1.0 to 1.5X RAM.
