Dota 2 at best possible settings

Of course I don't want the screen tearing or whatever and I want 40FPS+ and want to work my way to 60+ FPS at Ultra settings.

I am using the EVO and Have both the Zotac and XFX cards available for use (Also, which is better).

Totally okay with spending 300-400$ on a new video card alone. Though I will also need to upgrade my CPU, MOBO may add another set of RAM. And a monitor. I will be adding it one piece at a time , because as of this moment I do not have proper currency to upgrade my rig completely.

Any info on building rigs would be great. I had my eye on this fella EVGA - GeForce GTX 1060 6GB 6GB SSC GAMING Video Card

And note, I know my PC isn't the best, it does alright. But most of my parts are from 2010, a birthday gift and they could handle quite a bit back then.

Also, when you give me options, please set them in order for me to buy since I'll be getting them one at a time. Thanks.

My CPU is a 955 black (2009) and I'm playing all the games I want to play. DOTA2 is not the most power hungry game, so the CPU should be more than fine for now.
1. GPU
2. then the trinity. CPU, Motherboard and RAM. all as a block. even a g4600 is faster now than your i7 so getting into a new platform will not be as expensive as the video card. nice motherboard, good RAM , entry level CPU, later throw an i7 in there as you can afford, or if you prefer ryzen start with a 1200 and a decent motherboard and you can upgrade the chip later.
3. Monitor. the video card will love a 1080p screen. at this point the system will be fairly balanced cpu and GPU will be well paired.
4. GPU or CPU depending on the gaming requirements when you get to...

4. GPU or CPU depending on the gaming requirements when you get to this point it may make more sense if you want to stream or other CPU intensive tasks to get a CPU, if you get VR or a higher resolution monitor you may want a better GPU.
