Dota 2 download keeps getting restarted to 0%, please help?

I live in India. The internet is extremely slow, only ~50 Kbps. And there are frequent power cuts and failures which prevents me from downloading the whole game in one go. On the first attempt, i downloaded around 25%, and next time i started, it went back to zero. The same thing happened at the next attempt, around 15%. Next time, it didn't get reset until it reached 51% and when i opened steam next time, it went back to 0 again. This is so annoying since the speed is very low. It would take a week to download the game. I had no problem downloading other games though. This problem didn't occur when i downloaded Thief. I had to download 25 GB and did it over the course of 1 month and i did turn off the pc every day.
When i look at the folder(SteamApps/downloading/570), the dota folder is there, which has 10.6 GB size. I already wasted several days to download the game. I don't want to waste another week downloading. Is there anything i can do?
 
Do you know anyone who has successfully downloaded the game? If you do you can have them make a backup of the game and use that to restore it onto your machine.

Another method in this same line would be to copy that person's appmanifest_xxxx.acf file along with the folder for the game in C:\Program Files(x86)\Steam\SteamApps\common\ the number to match the appmanifest file to the game folder is the steam_appid.txt file if the game has one... (I have a lot of games that don't). Although since you probably have the manifest just copying the folder should work.
 


None of my friends have the game. Actually, we decided that i will download the game and then give it to my friends. One of my friends tried downloading it once and the same thing happened to him, he got angry and said that he would never download it again. On my 4th attempt, at 26%, i had to go to the city and turned off the pc. When i came back, again it went back to 0%. So frustrating.
Is the game supposed to be downloaded in one go? I had no problem with the other steam games.
 


The one thing I have seen recommended is to tell steam not to automatically update the game until you have fully downloaded it once. Considering that DOTA 2 is one of those games that gets updates all the time. You might end up with downloading the game and having the game updated during the time you are downloading it due to your slow connection apparently due to this it will restart your download from scratch. I've heard this works but then again I have no real experience with it since most steam games can be downloaded within a couple hours on my current connection.
 


I already selected the option to 'only update this game when i launch it', still doesn't make a difference.
