Dota 2 Low FPS RX 460

This is a new problem to me so please understand.

I've been using my RX 460 for a year now and this only happened yesterday after updating my windows and my gpu to the latest drivers. I was getting high fps before (from 110-140s) in ultra settings but after those updates, it suddenly went from 100+ to 40-70s in ultra. Idk what's wrong but i want to fix it 🙁 Can anyone help me?

i5 3470
rx 460
8gb ram
500gb game storage
 


I already reinstalled my gpu drivers. Same problem tho.
I can't see my gpu and cpu usage as my afterburner is not showing anything >.<

but to add, when playing CS:GO i get normal fps (120-140) at high settings. Same with other games like Shadow of War.
 


Okay i got them now.
CPU usage is between 75-80% while the GPU is somehow weird. It keeps on jumping from 0% to 80% to 99% just random numbers.
 


I was using a lower driver before and that's what made me upgrade to the latest driver 🙁 I thought the old driver is what makes my fps go lower than before so...
 


I will try much older drivers and see if it changes..

I used to get higher FPS in games before I freshly installed my OS and drivers but now when i try to play games it FPS dips down to 30s which is very confusing considering the games I play are mainly eSports games (dota2,csgo,overwatch etc) I used to get 100+ fps in them at high settings except for overwatch but now I get a surprisingly low fps (40-60).
I'm correcting my recent post wherein I stated that only Dota 2 runs horribly. After further tests I found out that games I played before are having this issue too. Can someone help me? Anyone experienced this befeore?
