How much will i spend if i want to max dota 2 video settings?

It's pretty light on the system... On 1080 I think an 7790 should be enough

Not much, but the Source Engine is surprisingly CPU intensive. And the new engine features for the new Engine version used for CS:GO and Dota2 are a big jammed in there optimization wise.
