Dotted black line on desktop and over some programs in Windows 10

I've just bought an ASUS ROG GL553. It comes with Endless OS which I replaced with Windows 10. In Endless OS, there wasn't any black dotted line in the desktop, but it's different with Windows 10.
Here's a picture of the black dotted line :

I've tried reinstalling the graphic drivers, but it's still that way, even when I've reinstalled windows 10. What could be the problem here?

Because the screenshot shows everything is normal your issues lies with the monitor or the cable. I had a similar issue that I was unable to show with a screenshot. Turns out it was my HDMI cable.

If you just bought it, it would seem to be a physical failure.
Contact the manufacturer, and see about a replacement.
