Dowload Corrupting after stucking at the Finish for a while

Hey guys.
I got some Problems with my PC:
Every time i dowload a Programm it takes long to dowload the last 1-2% and after its finished its says that the files are corrupted (90% of all downloads).
I think the Problem is CPU related, because i RMA´d the Mainboard and upgraded my OS to Win 8.1 (May not an upgrade but yeah). After the Win 8.1 Installation my Pc was faster then with win 7 but the boot times are still to slow for the system i got (imo). I have Boot times around the 30s and with win 7 it failed to boot in 1 of 5 times at the Win7 Logo.

I tested the RAM sticks, each at its own, in the first slot.
Any ideas ?
Or do i have to RMA the CPU too? It sounds like an Ram Problem but I´m not to sure about that.

Btw my GFX got a stupidly loud Coil whine. Is this a Reason for RMA too?

CPU: i7 5930K
GFX: GTX 980
RAM: Corsair 2666mhz Vengeance LPX
PSU: Corsair 860i (Problems too with the Software Corsair Link- Hope a Softwareupdate will fix that)
SSD: Plextor 6e M.2 SSD 256GB
SSD2: Samsung EVO 1TB
Cooling: Full Loop WC

From the internet. Every dowload will corrupt. Not just Programms.
