Downclocking Gpu memory to fix a problem is a normal thing ?

so i had black screens and system crashes.. it happens everyday very randomly... can happen every 5 minutes .. every 1 hour . every 5 hours.. and so i downclocked the memory ram from 1500mhz to 1400mhz and it fixed it ... is this situation a normal thing ? should i continue like this or its a bad sign for dying gpu or something?
( GPU : SAPPHIRE R9 390 NITRO 8GB )
 
On factory overclocked cards it's sometimes necessary to downclock gpu or vram.
That is not normal but also not unusual.
This indicates possibility, that your case might not have sufficient airflow.
Or possibly the card has not been tested extensively enough in factory.

h170 gaming 3 gigabyte motherboard
seasonic s12ii bronze 80plus 620w
i5 6500
sapphire r9 390 nitro 8gb

i think the card get weaker by time so i have to downclock to make it work good?

i think its not oc gpu but its nitro and i dont know what nitro means
you think i should go for RMA or just stick with this situation ?
 
Well gpu of the card is slightly overclocked (minimally - 10mhz or 40mhz depending on model),
but vram is at standard frequency.

If lowering ram frequency doesn't impact performance too much, I'd keep it.
RMA process can be a lengthy one.

But it all depends on how bothered you are by necessity to downclock your card.

downclocking , memory clock made the problem disappear for couple of days .. and it returned . * usually 1-3 times a day*
do you guys think its maybe the psu?
