Downclocking issue when playing Games SOLVED

When playing Games my CPU and GPU clock goes down like 50% every 20 to 30 seconds.
Temps are lookng fine though, cpu max temp is usually 52° at 50% fan speed and gpu max 75° on stock cooler. CPU is being overclocked to 3.9 Ghz which has never been an issue.

Thanks for your reply, I tried again with stock clock speeds which made a difference however after about 1 hour of playing clock speeds started dropping again for a few seconds. The temperature in my room was 32° at that time maybe that could influence the power delivery. Is there a way I can measure power usage of my system?

Regardless of your results I think the PSU (https://www.amazon.de/RHOMBUTECH-Adapter-Efficiently-Bearing-Mounted/dp/B00O1Y4ODU/ref=sr_1_14?ie=UTF8&qid=1472768743&sr=8-14&keywords=psu) is not the problem because I haven't had the clockspeed drops issue until very recently.

Would you recommend trying underclocking to get stable clockspeeds?

-Update: I found the PSU packaging and its actually a 800w.
 
Psu is garbage and likely culprit. You need a quality 650w unit as you have a hungry CPU and gpu (400w tdp between them alone).

Psu has 4 12v rails and high amps on the 3 volt showing it to be an old desing. Also, 200w per rail is going to be an issue. New psu time.

The Problem was insufficent vrm cooling because I was using a Nepton 240m (Watercooling).
I put custom heatsinks on the mb vrms which helped but didn't solve the issue, its just not meant for OC (amd turbo core technology).
