That isn't 100% universal. A lot of poorly designed USB2.0 devices out there. A common problem is being unable to detect the amount of power available from a socket. Older devices were designed around USB 1.0/1.1 and 2.0 power standards. Many USB3.0 ports can deliver a lot more current. These values are unrecognizable or out of range for older devices and they will simply refuse to power up.
Most motherboards will have some 2.0 sockets. Laptops are a bit of a problem, as they have pretty much gone all USB 3.0. Make sure to try every port. Some will be Intel, some will be a third party USB 3.0 controller if there are a lot of ports.
