Inspiron 1520 Audio Driver can be downloaded here http://www.dell.com/support/drivers/us/en/19/DriverDetails/DriverFileFormats?DriverId=DFHTY&FileId=2731101426
Under Compatibility it shows your model. This is for Vista but should work on Windows 7 as well.
Give it a try.

sounds like a windows issue/corruption if the service isnt working - google for answers otherwise fresh install of windows
