Download is highly restricted on PC build, but not laptop

My download on my build is (0.02 megabits p/s), whereas it is 8-10 megabits p/s on my laptop.

On my build, my ping is 20ms to the server, same as on my laptop, but for some reason, it is only my PC that has super slow download.

I have a feeling there is some software restricting it, but I couldn't find anything unusual in my programs and ADWcleaner found nothing so I'm at a loss

Solution
So it's fixed, but it was really weird.

Upon trying to reinstall the drivers for my network adaptor, I found that the drivers wouldn't install as they aren't compatible with Win10.
I got on a live chat with TP-Link but they were useless so in between their repsonses, i just fiddled and in Device Manager, I rescanned hardware, and the adapter popped back up. I clicked install drivers, and it said 'drivers are currently installed and up to date', which was weird considering a moment ago there were no drivers.
So upon reconnecting to my wifi, I did a speed test and sure enough back to normal 10 megabits p/s

So uninstalling and reinstalling the river seems to have worked for now.

What's your ping while you're actually doing a download? The deceptive thing with Wifi is that it can appear absolutely fine while the link is under utilised, but then packet loss galore as soon as any volume of data starts to load up the link.

What's your desktop's wifi adapter like? Some of the cheap USB adapters can have very poor range and performance, certainly far worth than any decent laptop.
 
So I just uninstalled the driver and now re-downloading, and the download speed of my hotspot running via usb cable is downloading perfectly so it might very well be my card.

The answer is simple, the wi-fi adapter you are using in the tower based system is not 100% compatible with the broadcasting speed your router is set too.

Simply log into the router setup menu via your computers web browser IE 11 or google chrome.
And enter the IP address to connect to the router 192.168.0.1 in most cases.

Put in the user name and the password to login to the router.

For the network speed lower the speed it is broadcasting the wi- fi signal at by the next lowest value.
Then go to the hardware firewall of the router to see if it is enabled, set the security level from high to a medium setting and apply the changes.

Then log out of the router.

Restart your tower based system, and let windows os load a new user session.

And the wi-fi adapter should connect to the routers broadcasting of your home network.
You should now get a much better download speed result via the wi-fi connection.

Test it with www.speedtest.net.

Solution
Now that you have it fixed go in and rig it so win10 can not auto update the drivers.

There is a setting in advanced system settings that let you disable the ability for windows to update drivers. It replace my video drivers repetitively with ones that did not work before I checked that.
