Download on m.2 and transfer to HDD

I have an m.2 and an HDD.
The HDD is quite old and slow but my m.2 isn't large enough to store all of my files. The m.2 has spare space and I was wondering if I could use this space to boost my HDD. Like when I download a game that it uses the m.2 first and it transfers the files to the HDD afterwards.

For Steam games, you can have multiple install locations.

Steam games location
In the steam client:
Steam
Settings
Downloads
Steam Library Folders
Add library folder

To move an already installed game
Games library
Right click the game
Properties
Local Files
Move Install Folder
