Download speed drops off / Packet loss

I've been dealing with a problem recently, I still can't quite pinpoint what is causing it and it comes on and off.
I play a lot of Fortnite and since ~2 weeks ago I've noticed a huge amount of packet loss (up to 160% consistently) - that's my main problem, I only want to be able to play Fortnite without any packet loss at all, sometimes I get no packet loss, sometimes I get 300% packet loss, I've only really noticed bad connection in Fortnite and other online games, not while browsing though.

I've tried testing more, running online internet speeds and seeing that my speed doesn't quite match what I pay for (even after disconnecting every other client from my house). I've also ran some ping test to my default gateaway and noticed about 5-20% packet loss (which probably is way above average) my internet speed can go up and down even within the same test,

I've tried so many possible solutions here's a list of some I can remember off the top of my head.
- Resetting Win10 Network Options
- Using DNS from cloudflare and Google.
- Replacing my Cat Cable (running Cat5e)
- Contacting my ISP (have them come over twice)
- Some CMD commands (flushdns, netsh cmds)
- Resetting modem settings
- Running virus scans
- Deleting and reinstalling network adapter
- Replacing router
I've tried more solutions that I can't remember too.

Here's some info that might help troubleshoot:

I live in Israel and I'm connected through Bezeq international.
I ran download speed tests through my WiFi and got the exact download speed I should be getting (while the phone is as close as it can be to the modem)

My specs are:
Core i5 2310 @ 2.90GHz
NVidia GTX 750 Ti (a little bit of overclock)
8GM RAM
Windows 64bit Home Edition

I'm not connected directly to the modem, I have DSL connection and there's a cable coming through my wall into an internet box that connects to my PC.

Feel free to ask me any questions if it can help you troubleshoot, all I want is to play Fortnite in peace 🙁
 

I have tried another PC, same result, there's nothing wrong with my PC it's either the cables that go through the walls or something else with this ISP.

Your trace shows possible issues far away from your house in another ISP....that you will never get fixed.

The thing I notice you said is you had ping loss to your router/gateway. That would mean the problem is in your house. If the problem is very intermittent you can get tracert results like you post. It may have been ok when it tested the first few hops and then started acting up later.

You should always get very low ping times with no loss to your router. Since you have replaced the cable and the router I would be suspect of the wiring you say goes through the walls. Somewhat unclear how this is cabled but I will assume when you are testing with your phone to the router the signals do not pass over this cable.

If you motherboard has any of the crappy so called "gaming" network accelerators you need to be sure that is uninstalled.
 


I've tested further, and it cannot be a problem with my PC, it's gotta be something with the connections, after checking my connection on a different computer and still getting ping loss to my router.

Just a couple hours ago I've played and pinged and didn't see any packet loss, but about an hour and a half ago, packet loss came back and I couldn't play anymore. So it's ought to be something random, isn't it?
 
That is a tough one. If you had not replaced the router I would say that was the next option. When it is multiple machines that use different cables to the router and all experience problems you tend to blame the router.

Make very sure the ip you have the loss to is 192.168.14.1 From your trace this should be your router.
 


Was even worse with VPN.

 


Wasn't a paid, but was pretty local. If you can recommend any VPNs for Israel at an affordable price, I can try.
 


PIA and Nord are good. I'm not sure if they have servers in your area. That's the most important part.
You can look up their ip and ping them to get an idea of latency to them.
 


Still true, don't know what the problem or how to fix it yet.
