Download Speed Fine, Upload Speed Nonexistent?

All of a sudden while browsing I get insanely slow loading times with multiple timeouts. Speedtest just stops working when it gets to my upload speed. I get random latency spikes during video games. I'll be surprised if this thread even makes it. What is happening? How can I fix it?

I've tried restarting my router multiple times, nothing
I've tried disabling all startup programs and rebooted, nothing
I have a Belkin Enhanced Wireless Router F6D4230-4 V1 and am on Eastlink ISP.
Although I have a wireless router, I use a wired connection.

Have you been torrenting? You may have forgot to stop the uploading after the torrent has finished downloading. Or maybe your ISP just needs to be informed that you do not get upload capabilities right now (probably the problem). That or you have a type of virus that uses all of your upload bandwidth.

I doubt it is a virus. Contact your ISP is 1st priority and diagnose with them. They are almost always the issue. Especially if you have comcast...

If you can use the internet then theres no way of the upload to be non-existent.
