Download speed is capped at 3mbps

Hi, with my internet, I get 25mbps of download speed. But for some reason every computer or laptop in my house only downloads at 3mbps. My friend also has brought his computer over to my house and the results have been the same.
Also, we have an Xbox in our house, and that gets the 25mbps speed, but the computers are the only thing that is capped at 3. All of the computers have been connected with an ethernet cable too.
Is there anything I can do to fix this issue? Thanks

Is your theoretical download speed 25 Mbps? that would mean 25 mega bits per second. bits, not bytes. 1 byte = 1 B = 8 bits = 8 b (the difference is whether the units are 'b' or 'B', this confuses a lot of people).

Now, 25 Mbps = 25/8 MBps = 3,125 MBps

So, could it be you are expecting 25 MBps when what you really have is 25 Mbps = 3 MBps?
