Download speed is nowhere near speedtest speeds

I currently have fios gigabit internet, and I am more or less seeing those speeds in all speed tests I do (~ 900/900). But whenever I try to download something either through filezilla ftp or even those test file downloads it can seem to break more than 750 kb/s for some reason. I am completely confounded.
 
Speed tests are supposed to show the maximum theoretical speed. It is rare that these speeds are actually achieved under normal circumstances as download speed is also affected by the download servers and a variety of other factors.
 


Of course you are correct, and I understand that so I have tried to account for that. I used the same site (thinkbroadband) to download the 1gb file. At both home and at my office. I have desktops at both locations and for some reason, both max out at around the 750 kbps speed when downloading through chrome or firefox or edge. But when I use my laptop to download over wifi at both locations, I get closer to 50MB/s a both locations. I have tried swapping out ethernet cables to see if that was the issue. I guess my last step would be to use the laptop and connect it via ethernet to see if the laptop slows down too. Both PCs and laptop are on windows 10 pro on the latest update. I am even beginning to think it's some windows issue... very frustrating.

 


I think the strangest part of all this, is that it seems like each individual download is limited to that speed on my PCs. If I download multiple files, they will all download at the 700 or so kb/s
 
So I have tried using my laptop on the ethernet with the same cable and I had no issue downloading at over 150 MB/s. I am beginning to think more and more that it is some sort of software or setting that is doing this. I have tried using multiple browsers and my ftp client to download over 20 files at the same time and i can download all those files at around 750 kb/s. This is frustrating me to no end.
