download speed limited for some reason

my steam and chrome downloads are limited to around 200kbps. geforce and mega get at least 10 mbps. ive contacted support for both my internet driver and steam. btw i do have an ethernet cable connected to my pc.

I don't know about chrome but steam has a setting to change bandwidth on downloads.
