Download speed problem???

I have fibre optic and my download speed on steam won't go past 700 k/bs download speed. I have windows 8.1 could this restrict it I have checked my steam restrictions and I found nothing wrong there and I have no idea what is wrong with my download speed and everywhere
(eg Origin)else I am only getting 700 k/bs when I should be getting around 65mb/s

Which router do you have, how are you connected to it, and which networking gear do you use for that on the pc's end?
