So, I have a pretty simple problem that may or may not have a simple solution.

However, when downloading something on steam, my download speed always maxes out at about 3.0mb/s. Worse when downloading something on the internet.
Could something be bottlenecking my internet? Is there anything I can do to fix this? It may be important to note also, that using an ethernet cord doesn't change my speed very much at all. It reduces the variance a bit, but doesn't increase speeds. I am however currently using an ethernet cord.
