Download speed slowed

Hello,
My att high speed modem went from 400 bps to 3 & I do not know why? I have Google chrome with windows vista. Its a got lots of stuff so plz don 't go there or try telling me about viruse etc. since Ihave McAfee Deluxe Addition that shows nothing wrong. When not online other programs run very fast.
