Question Download speed too slow compared to my speed on speedtest.net

So what I pay my ISP is to get 30mbps wifi speed, when I use speedtest to check it is 28-38 mbps, but when I use Chrome to download anything from any website the download speed appears to be only 15-70 kilobytes per sec. Even on my android phone on the playstore it is too slow. Why is that? And how could I fix this? (this problem on all devices and all websites and apps)
