The 2.5Gb port may be more sensitive to a marginal cable.Downloaded every driver I could think of on new build and updated windows, my Ethernet Status shows speed at 100.0 Mbps.
Using the exact same cable and location as my old build that got over 800Mbps

That is not a fix. At some point the other end may still drop to 100Mbit and then you have ZERO connectivity.I actually just fixed it, had to hard code it at 1.0 Gbps in my realtek driver settings in device manager under Speed & Duplex in case anyone else gets this issue.

You need to fix the cable and leave the adapter on auto.
You didn't answer the question about what your physical connectivity is...
