Download speeds all over the place.

We are supposed to have 300mbps download, but for some reason we're only getting 10.. the upload stays where it's at, it never changes at 30mbps. It might jump back up to 300 mbps for 5 minutes then plummets back down to the teens. Any possible cause? We've called the ISP and have been told everything looks good on their end, and confirmed we have the correct package.

Modem and Router are both form the ISP, received them last week and had them set up, but my speeds are still all over the place. They say everything is fine on their end and sent someone out to look into our problems. We're paying for the correct speed, but not sure what's causing this issue all of a sudden
