Is it safe to delete these files from the Downloaded Program file once the
programs are installed?

No. That's where the programs live.


%systemroot%\Downloaded Program Files

For example...

Microsoft Office Template and Media Control
and
Office Update Installation Engine

If you remove them and need them, they will have to be installed again.
