Question Downloading games or torrents causes internet to intermittently cut out completely

Every time I start a download through Steam, Epic Games or BitTorrent, my internet will intermittently drop for up to 30 seconds at a time repeatedly until I pause the download.

My speed is good and the problem doesn't seem to happen when downloading files through Chrome

Details
  • Happens on my Windows 10 PC with a wired connection
  • This intermittent lag doesn't affect anything else on the network
  • This doesn't happen with other devices on the network even on the same Ethernet port & cable
What I've tried
  • Disabled Firewall
  • Reset modem
  • Updated BIOS and LAN drivers
  • Reinstalled Windows
  • Switched Ethernet cables
  • Installed a WiFi card in my PC and switched to that from Ethernet, the problem still happens
  • An ISP technician came in and said everything was fine with the modem, and couldn't help me since it's only happening on my PC so it's not their fault
