Downloading On Chrome Browser Takes So Long!

Whenever I try and download something on Chrome,it takes hours! I'm downloading a 1.8GB file and it's taking 5 hours!
My internet speeds are fine as I can download games on steam at 4.5mb/s and on SpeedTest.net my speeds are fine.
It's only when downloading through Chrome.

its likely:
A) Firewall setting on the PC (check antivirus)
B) Firewall/setting on the router (could need firmware upgrade or reset)
C) Malware on the PC hogging bandwidth (scan with malwarebytes and spybot search and destory. Also run ADWcleaner, this will wipe your browsers clean from everything, including saved passwords.)
D) Your ISP is throttling you, and you have to call them to check the integrity of the line (connection) to your house.

Do other devices on the network have the same problem?
