Downloading Win10 on a fresh machine

Hello,
I'm planning on building a computer in the next few months and I'm trying to save money here and there. My university offers free software downloads through the Microsoft Imagine website.
Two questions:
On a fresh machine without an operating system is there any way I could access the MS Imagine website and download Windows 10 Education?
Also, maybe this should be first, does the MS Imagine Win10 download require a Windows OS to already be running in order to download?

You need to use a working PC with an OS to download that, and create a bootable DVD or USB.
