Downloads Shortcut is Missing?

Hello!
I've recently reinstalled Windows 10 (clean install)
After fiddling with the settings to my liking, I've found that trying to open the downloads through the Start menu doesn't seem to work. (Meaning I went into the settings, and on the left of the Start menu there's my name on the top, Downloads, Power, then All Apps)
When I try to click "downloads", I get an error saying "Windows is searching for Downloads. To locate the file yourself, click Browse"
Of course, I've tried pointing it to my Downloads folder, even making another shortcut, and it still has the same error.
Occasionally it gives me another error, saying the directory is elsewhere (somewhere in my Steam directory, I think. Next time it comes, I'll type what it says)
Any ideas on how to fix this?
 
right click on the desktop, chose "Personalize"
navigate to the themes menu
chose desktop icon settings
then click the box "user files"

this will create a folder on your desktop named after your user account name
open folder
inside the folder will be your downloads folder
right click on downloads folder
chose "send to desktop" (create shortcut)
and tada! you're fixed.

if you want to cut out all these steps open the file explorer
navigate to "c:\users\(your user name)\"
then right click on the downloads folder and send to desktop (create shortcut)
