Downsampling with AMD graphics card

Hi,
Is there an option in the AMD Catalyst control panel to enable downsampling and select my preferred resolution? If not, then any other way you guys are sure will work please put down on the answers.
I have a monitor 1680x1050 (16:10) and I want to run some games at 1920x1200 or 1440p (16:10).
I have seen videos using the utility AMDDownsamplingGui. Do I still need to use this or does AMD new drivers provide support for downsampling?
I am using Catalyst 14.12 Omega drivers.
 
Right. Sometimes, signatures are so pale I don't even notice them:)
Apparently, VSR is for the R9 285, 290, 290X and 295X2 cards. The only options for downsampling seems to be the AMDDownsamplingGUI and VSR. Your only choices now seems to be to either roll back your driver (which I'm pretty sure no one would do) or get one of the aforementioned R9 cards. R9 285s and 290s are pretty cheap right now, though, going for 190$ and 240$ respectively.
 
I would buy an R9 series card. Unfortunately I don't have anymore money and I can't sell my 7950 since one fan doesn't work properly and it's about 1.5 years old so I could only sell it for about $100. I will be selling my entire rig next year and build a fresh new one hopefully. I have in mind an i5-4590 or better, 8GB G Skill Sniper, R9 290 or equivalent GTX or new series, Z87 or better board with SLI and Crossfire support, Corsair SPEC-03 case, 750W power supply or enough for 2 cards.
