Downstream rate got higher but still same download speed

my downstream rate used to be 8190 Kbps and the download speed was 3.90MB

now i called the the internet providers and asked them to raise my speed and the downstream rate became 17990 Kbps insted of 8190 but the download speed still the same (3.90MB) is it a problem with my modem settings (Linksys x3500) ?

Probably not; ask your service provider. Most individuals don't need to upload to the internet as fast as they need to download. You're not hosting a web site, and if uploading a picture takes a minute instead of 10 seconds it's not that big a deal for most people.

Usually, higher upload speeds are sold at a premium for businesses. My ISP is making a big advertising point of providing symmetric speeds: my upload speed is as high as my download speed. Useless to me.

i still think its a problem with my modem settings because it never got more then 4MB even tho i raised my speed couple of times but it still dont go above 4MB , if there's any website that tells the perfect settings for Linksys x3500 , i would love to know
