Hey folks, noob to the site, was looking for some help. I'm trying to run DA:I at ultra settings and having some frame rate stuttering and smoothness issues. Not sure if the CPU is bottlenecked or what, GPU should be plenty strong for what I'm trying to do. CPU hovers at 65 - 85 percent, but does hit 100 at intervals. GPU maxes regularly. Here are the stats on my build:

Intel Core i5 4460
XFX R9 290x GPU
16 GB Ram 1333 MHz (clocks in game at 1250)
ASUS Z97 Pro Wifi Board
Windows 10
Resolution 1920 x 1080 (single monitor)

Any guidance greatly appreciated

Thanks, I wondered that. I'm seeing a LOT of texture pop and draw distance issues, in addition, CPU is regularly cycling in the high 80s and 90s. It seems to be a bit more than occasional stuttering. I'm running it on Mantle, so I'm wondering if that is causing issues.
 
There are at least 3 areas where your GPU will probably be held back in that game, though if the FPS are OK for you, it shouldn't matter that much, as most the areas are fine. Red Cliff and the Crossroads are both very CPU intensive (there are a couple other spots I don't recall off hand), and if you want high FPS in those areas, you need higher clocks and/or cores. The game will scale to at least 6 threads.

Another odd issue with at least Red Cliff that I experienced myself, before an upgrade, if you use the 60 FPS for cut scenes hack, it will increase the games internal clock, making low FPS (lower than 50 at least), to start to feel like slow motion. If you have this issue, you can simply remove the command line option for 60 FPS cut scenes.
