Question DRAM led on, new configuration.

Hello,
Got a problem on pc startup, seems like the Mobo doesn't turns on.
On ez debug leds, it keeps the yellow DRAM light on, for like 15 seconds then turn everything off.
No signal on monitor.

just bought a new configuration:
Mobo: Rog Strix 760-f Wifi
Psu: 850W corsair
Ram: Corsair 2x16Gb [CMH32GX5M2B6000C40]
Watercooling AIO Corsair
SSD: 500Gb Samsung NvMe2
Gpu: Asus Rtx 3070Ti
i7 13700k (second hand)

I tryied things:
Tooked away gpu, then HDMI on mobo.
Bought a new motherboard, Asus Prime Z790-A, same problem.
Flashing bios, multiple ones. Multiple USB keys aswell.
Switched ram sticks, bought new ones with correct compatibility. [Mounted in slot 2 and 4, mounted only one in slot 2]
Checked my psu voltages direclty on connectors. [On Mobo manual there is a -5v on ATX connector that I don't have on psu] Not sure if it is needed at all.
Cleared qmos. Battery+Jumper.
No bend socket pins.

I think that last thing to try is a new cpu. Got no more ideas.

If you got something that I didn't considered, please, let me know.

Corsair is the brand of the unit while 850W is the advertised wattage of said unit. What is the model of the unit?

Did you verify that the processor was working while you purchased it used?

No bend socket pins.
You should use ambient lighting to take a picture of the socket, some people have missed one or two bent pins and didn't notice until they passed on an image of the socket for us to see.

Which slots are the rams populating on the motherboard?

This is vague info. Please elaborate. If the mounting is via screws, relieve some stress from the mount so that it's making contact with the IHS but not seated secure with the mounts.

PSU: Corsair Rm850X 80 Plus Gold
About the cpu: I bought it on Amz, it should be garanteed.
Bend socket pins: Im not new to this. I can have bend pins on the first mobo, I can't belive that I bend pins over both mobos. Anyway, I'll post pic as soon as I can.
Watercooling: Tested to startup pc without it. Same problem.

You don't need a disk connected so get that out of the mix.
