[SOLVED] DRAM light on ?

Good evening yall,

I'm building my second ever computer using some old components from my old computer.

Current specs
CPU: Intel Core i7-12700K 3.6 GHz 12-Core Processor
Motherboard: ASRock Z690 Steel Legend ATX LGA1700 Motherboard
RAM: Corsair Vengeance RGB Pro 16GB (2x8GB) DDR4 3600
GPU:
SAPPHIRE 11293-01-20G Radeon Pulse RX 5700 Xt 8GB GDDR6 HDMI/ TRIPLE DP OC w/ Backplate (UEFI) PCIe 4.0 Graphics Card
PSU: Corsair HX Professional Series 750-Watt 80 Plus Certified
Storage: Samsung Electronics 840 EVO-Series 120GB (OS)

CPU, Motherboard, RAM are new while the graphics card is one I bought in 2021 and the PSU in 2013. My DRAM light is on on startup. I moved the ram to different slots, used one stick, used no sticks, made sure to press in hard. Also whenever the RAM is installed, the motherboard makes a whirring sound oscillating between fast and slow. It doesn't make that sound when I take it out. Curious if it's RAM issue since the motherboard QVL for RAM list the exact one I have.

I double checked the CPU, double check the GPU, but nothing helps.

I downloaded an updated BIOs from ASRock website and bio flashed it too with a USB.

Tomorrow I'm going to buy a new PSU and use the cables for that, but would like to hear what other options I have to try to get this fixed. Thanks for your help

I think it's your ram since the only 3600mhz Corsair pro's on the list are 64gb kits

Yikes okay that's unfortunate I guess I followed too closely to PCPartPicker. I also swapped out ram from my wife's computer which also didn't work. If i order another pair of RAM from Amazon that's listed on the QVL but a different color than the one tested. Its part # at the end has "W" which I assume it's for white, that really shouldn't affect it right? Exact same RAM just different color. Might be a dumb question but I guess I'm just paranoid.

New update: I tried one ram stick this time (I must've tested one stick twice) and it now works. Does this mean one of my RAM stick was faulty?

Now another problem, it's showing my GPU red light.

Also, if I'm using the same old SSD, do I need to do a clean reinstall of windows? I assume the configurations aren't correct to just put it in a new system
