TLDR: PC wouldn't post, replaced everything but GPU and CPU, now boots occasionally. DRAM Qled is on after every restart, sometimes leads to boot.

Mobo: ASUS TUF B650-PLUS WIFI
Processor: AMD Ryzen 7 7700x 8-Core Processor
GPU: MSI GeForce RTX 4070Ti Ventux 3x OC
PSU: Cooler Master MWE Gold 850 V3 ATX 3.1 Modular PSU
RAM: CORSAIR VENGEANCE DDR5 RAM 32GB (2x16GB) 6000MHz CL40 Intel XMP
CPU Cooler: RGB AIO 240mm (included in prebuild, no idea what brand)
SSD: 1TB NVMe M.2
Secondary SSD: WD_Black 2TB SN770 NVMe M.2
Last weekend we had a power outage. My computer tower would boot up afterwards but would not send any signal to the peripherals, the CPU and DRAM Qled lights were on which according to the manual suggested the Mobo was not recognizing the CPU or DRAM. I could not access the bios even after CMOS resets and even bios flashback.
I tried most troubleshooting methods under the sun. I replaced the motherboard. Upon replacing the Mobo the tower would boot, DRAM Qled persisted. It was still not turning on the peripherals as well as the Chassis fans were not spinning, however the RGBs were lighting up. Reseating the ram into different slots would occasionally let me access the bios but after saving and restarting it wouldn't boot.
I replaced the PSU at this point. With the PSU replaced the DRAM light continued to persist so I tested each RAM stick individually to find that one would boot the PC while the other would not.
I opted for new RAM, with the new RAM the Qled light still comes on upon turning on, and the Chassis fans start to spin before stopping. It can take several hard resets before things start working properly . The DRAM Qled persists on boot up before it cycles through the CPU, VGA, and BOOT lights before the pc properly boots.
DOCP/XMP is on, I haven't updated the bios yet, windows 11 is up to date.
CPU is the last integral component I haven't replaced yet.
