Question Dramatic HDD read/write slowdown after returning from sleep

I'm asking for a buddy who has an almost identical system to myself.
For some reason, after waking the computer from sleep, the storage hard drive sequential read/write tanks from what should be around 100+MB/s to 10-20 or so. (Using crystal disk mark).
Restarting the computer corrects it.

Anyone have any clue what may be causing this???

Note: The former hard drive was a seagate, and was assumed to be malfunctioning. But after replacing it with a new WD Black, the problem persists.

Tech specs:
MSI MPG X570 Gaming plus
AMD Zen2 3600
16GB 3200Mhz
Windows 10 64bit
solid state main drive
Brand new WD Black edition 2TB (This drive is experiencing the slowdown)
