It can be either, depending on the game and how it handles LoD.
In Skyrim, for example, the LoD is GPU bound because nothing actually happens in the distance past 5 cells, it's just a big polygon sink.
Lol man i was asking for skyrim just didn't mentiong it 😀 so im with i5 3350p 8 ram 1600mhz gt 640 and on medium on 1440x900 i get solid 60 fps but when i max out the game i get 20-30 when i do it again all on ultra without draw distance i get 40-50 why? so my cpu is bad for skyrim?

No, your CPU is good for Skyrim. It's your GT 640.
Like I said, the LoD in Skyrim is just a big mass of polygons that hits the GPU/graphics card really hard.

Yes. The GTX 770 would max Skyrim easily. If it's mostly for Skyrim, a GTX 760 would also max it at 60+ fps. As chimera said, however, they do require a good PSU.

So here i am with 770 tf and vs 650w still in all games i have dips except for bf4 there is ultra msaa 4x 57-90 fps skyrim dips to 25 avg fps is 70 ultra far cry 3 70-80 fps ultra 4x aa but when there are more than 2 cars and 3-4 ppl the fps goes 46-50 wow tw2 dips to 52 avg 80,so my guessing is the cpu can't handle those games? Fc3 needs i7 2th gen for ultra.
