getting very bad draw distance...
Distant textures are popping in when I go closer
the draw distance of a game is set by the game engine, not your particular hardware.
draw distance is how far into the horizon you can see.
in-game textures popping up when you draw near to them is not the same thing as problems with draw distance.
usually these types of texture "popup" issues are due to the game data files not being able to load fast enough.
this can be caused by the games being installed onto a slow or failing drive,
not having the necessary CPU performance to feed the data to your GPU fast enough,
or your GPU not being able to process the data being fed by your CPU fast enough.
i ran an i7-8700K with a GTX 1080 Ti for a couple years and never experienced these types of issues with newer more demanding games @ 3440x1440p with mostly higher settings.
so i would assume either the drive they are installed on is failing,
your graphics card settings are out of whack,
you have some background processes taking up CPU usage,
your GPU is failing,
system memory is having issues,
you are infected with some malware,
or your game data may be corrupted.
first try opening Nvidia Control Panel.
on Manage 3D Settings page click 'Restore'.
if this doesn't help reinstall this particular game.
if that doesn't help;
run DDU in Safe Mode and remove all graphics related data from the system.
then reinstall the latest available DCH driver package directly from Nvidia.
if that also didn't help;
totally wipe the OS drive and reinstall a fresh up-to-date Windows installer package.

then reinstall all of the latest drivers for your motherboard directly from the motherboard manufacturer's product support downloads section,
reinstall the latest GPU drivers,
and reinstall the game in question.
if none of those options helped you have some failing hardware that will need to be identified and replaced.
