Drive not initializing in windows 10, but is seen in BIOS?

The drive is a white label drive and has 1tb of space on it. It can be see nin the BIOS and the device manager but when I try to turn it online in disk management, it cannot be formatted or turned online due to an "I/O device error". I've used it before when I had windows 7 but recently upgraded to windows 10 and chose to not keep any files. Disk manager says it's a recovery partition with 450mb with no file system.

I'd recommend you connect the HDD using a different SATA cable and plugging it to a different SATA port on the motherboard. Afterwards, attempt to initialize it through Disk Management again. If you have access to another computer, I'd also suggest you try how the HDD will be recognized there and even use the other systems' Disk Management to initialize/format.
Keep in mind that this procedure erases all the data on the drive, so make sure you don't have anything important stored there (in case the HDD was previously used).
