Question Drive will not format to NTFS

I have an external SSD that is supposed to hold 128GB but for the longest time could only hold 32. I opened computer management on my PC to find that the large majority of the drive was unallocated. So I decided to wipe and reformat the entire drive to NTFS. Even though the box the SSD came in has a sticker with "NTFS" in large letters on it, the drive just would not format to that file type. I tried to format it from the computer management app and from the command prompt, but it failed every time. However, the moment I tried formatting it to exFAT it completed almost instantly with all 128GB showing up on a single partition like I wanted. It was my understanding that all modern drives could be formatted to NTFS. Is this not true?
