Driver, Card, or Me Issue?

So this is the first computer that I have ever built and I have been learning as I've been going but man I'm stumped and frustrated. It was running windows XP till about a year ago and then I started to have issues. The first problem was display corruption during/after boot up with color shifts and then later vertical bars static so much that logging in was impossible. I assumed that drivers were a likely choice to start my trouble shooting and uninstalled/cleaned all AMD drivers using the clean install instructions. Without any drivers the display corruption was gone.

Upon reinstalling the latest AMD drivers the issue was back full force.

I swapped out my card with a found ASUS Nvidia (Unsure of make and model as it is no longer in my computer) card that worked fine for a little bit and then developed color shifts as well (I suspect this may of been the reason this card was found)

The only conclusion I could draw was possible my Video card was done, so I waited till I could buy a new one. Well almost a year later that hasn't happened yet so I am looking to reopen this box of worms.

So the story today: I formatted my hard drive in frustration and installed Windows 10 64bit. Now the issues I am runing into, When I boot Windows and log in after a few mins I get a unresponsive black screen. When I boot into windows 10 safe mode with networking and basic video it runs just fine. I have removed all AMD drivers again using the AMD uninstall and DDU.

The other problem I have is when I try to install the drivers in safe mode. I get the following Error message:
AMD Install Manager: Detection driver error. Contact AMD for assistance.

And I cant install the drivers in the regular boot option because of the previously stated black screen issue.

As I said I'm newer to putting a system together, and I'm bran-spanking new to Windows 10. If you need any more information of if I missed a step just let me know, just someone.... please help.

So, I realized I forgot to say that the inside of the PC is well cleaned and fans are working.

I also wanted to add that my GF made a good observation. We waited on the windows desktop for over 15mins till I ran AMDs auto detect and install tools. Once the tool was in the middle or finished installing the "AMD Display Driver" the screen would off and on once then black scree. This is the same black screen I was having before I just didn't think the blink was important.

We tried three more times each at significantly different time intervals each time we tried the AMD auto detect and install tool and it would get to middle/finish installing the AMD Display Driver when the same black screen happened.
