[SOLVED] Driver errors or mobo failure?

Getting bsods while trying to boot up my pc. I have formatted my windows drive and ran a clean install however now I can't even get past the (your pc needs to be repaired) windows prompt. Any attempt at safe mode will tab me back to the directory where all I can to is try to enter recovery environment (which also crashes) or change uefi settings (also crashes).

Just plugged a new psu in and it is still having issues. And on start either my display to my monitor (connected to mobo) won't work or my keyboard also won't work. I'm thinking the mobo is failing on me but I'm not sure.

List of errors I've seen:
Failure to boot leading to orange and white bars
Failure to read windows recovery drive after booting through bios
Error oxc00000221
Error 0xc00000098
