Question Driver Power State Failure & Booting Up In Low-Res

Hey everyone,
Specs: i7-9700k/EVGA 2080 Ti/32GB DDR4 RAM/Corsair RMX650 PSU
I have two issues that I think are related to one another.
First. When I boot up my PC (the times that I do shut it down), Windows starts up in low resolution and I have to wait about 2 to 10 mins for my graphics drivers to kick into 4K. I'm not sure why this happens, but here's what I've done to troubleshoot:
  • Reinstalled NVidia drivers
  • Rolled back NVidia drivers
  • Updated MOBO BIOS
None of these solved the issue at all.
Second. While the above issue happens, I frequently get the BSOD and the error message is "Driver Power State Failure." To troubleshoot this issue, I did the following:
  • Disconnected extra HDDs and SDDs
  • Adjusted power settings to maximum performance for Wireless adapter
  • Adjusted PCI adapter to maximum performance
  • Turn off the feature allowing my HDD to go to sleep
  • Turned off sleep mode
  • Set my PC in both High Performance and Balanced Power options
  • Removed external USB devices
Nothing works and I still get both of these problems.
Does anyone know about this problem or experienced it themselves? What was your solution? Any help is appreciated very much.

How old is your PSU? Which version of Windows 10 are you on? Please include the BIOS version you're currently on.

CPU: i7-9700k
MOBO: ASUS Z309-I
RAM: 32GB DDR4 Corsair Vengeance
SSD/HDD: 2x Samsung SSDs (250GB/120GB), 1 x Samsung m2 1TB, 2 x WD (1TB/5TB)
GPU: EVGA 2080 Ti Black Edition
PSU: Corsair RM650x
Chassis: Corsair 380T
OS: Windows 10

PSU is only 2 years old. Windows 10 version is 10.0.17763, BIOS version is 2012.
