Driver problem or GPU/PSU?

So i asked here before and I'm back as i have progressed from my problem before.
I managed to install an old driver from AMD and pc did boot normally. It's a start.
No black screens or white screen UNTIL i tried to open Google Chrome or any other application eg; games like GTA 5/Witcher 3.
When i double clicked on Google Chrome my screen suddenly flashed and turned white.

I have an old R9 270 2gb from Sapphire and Deepcool DE600 600 Watts PSU. I use Windows 8.1 too.

So is it the GPU, PSU or a driver problem?
 


Hmm i will try and test the card then.
And yes i have onboard igpu and it works fine when i remove the card. It boots normally without any problem.

But here is something tho. It worked before. I installed an old Crimson driver and restarted my unit.
It did blackscreen the first time i did that but the second time, it did not and i don't know why so assumed i fixed it. But i'm wrong. I was able to launch and play GTA 5 for a good 15 mins then i decided to restart the unit again to see if the problem still exists. Well, it did happen again so im really confused right now.
 


Hmm okay thanks ima try that too. I'm at my friend's house atm so maybe later when i get home. Appreciate the help!
