They are generally saved to your pc unless it is firmware/bios.

When you download drivers, they are saved to disk-
When you install driver it installs in the Operating system and stay with it on it's disk.

I don't know if this changes your answer or not but i forgot to mention i mean hardware driver like if i updated my gpu driver is that saved on the gpu or the pc

All drivers are installed in the OS but some confuse DRIVERS with FIRMWARE. Firmware is installed in the hardware that has own BIOS or rewriteable controllers like for instance BIOS/UEFI for MB, in graphic cards etc.
